URBAN CONSERVATION AND DEVELOPMENT POLICIES IN BRAZIL: CONCEPTUAL SIMILARITIES AND DICHOTOMIES

The article examines the logic that structures the domain of conservation actions and urban
development, presenting a set of polarities that should be understood in order to achieve urban management that integrates the different dimensions of urban space. It discusses the necessary involvement of the population in the definition of conservation strategies, as a way of countering individual and collective interests present in the definition of priorities for the use and
occupation of space. It concludes with the advancement of a legal framework necessary for urban policy, so that preservation, whether cultural or environmental, begins to constitute an assured dimension of space, as occurs today in the economic and social dimensions of the city.
